摘 要

这些年来，随着世界整体经济在金融危机后的恢复以及西方国家经济的繁荣发展，使得他们不断扩大贸易规模，同样也让这些国家的环境问题日益严重，人们开始普遍重视可持续发展。但我国传统观念的落后以及对发达国家的环保准则的不了解，才使绿色壁垒出现并制约了我国产品的进出口。所以，透彻地研究绿色壁垒出现的源由，研究绿色壁垒对我国贸易的影响以及怎么面对绿色壁垒的挑战和怎样建设好我国的绿色壁垒都有十分重大的理论指导和现实意义。

先详细地阐述了绿色壁垒的概念：一种认为绿色贸易壁垒不属于贸易壁垒，另一种认为是贸易保护措施的一种，同时还分析其具有广泛性和隐蔽性等的特征，理论依据主要有贸易保护主义和新贸易保护理论。还进一步分析了遭遇绿色壁垒的成因，一是生存环境恶化引起人类价值观的变化，二是促使发达国家有了环保意识。第二从农产品出口的角度阐释了绿色壁垒的影响：具有一定的积极影响，绿色壁垒的实施可以起到保护生态环境、维护生态安全的作用。但也具有消极影响：比如极大地限制了我国商品出口的市场和品种和削弱了我国产品出口的竞争力。并且用引力模型分析绿色壁垒对不同农产品影响。最后从政府和企业角度提出建议，政府要在增加农产品的出口政策补贴的同时，积极建立和健全农产品质量安全管理体系以及国际间的贸易交流；企业需要增强生产技术上的创新，提高农产品的品质；调整和完善出口市场的结构，建立特色的农产品品牌，增强在国际市场上的核心竞争力。

The Influence of Green Barriers on the Export of China"s Agricultural Products and Countermeasures

Abstract

Over the years, with the recovery of the global economy after the financial crisis and the economic prosperity of Western countries, they have continued to expand their trade scale, which has increasingly caused　serious environmental problems. People have begun to attach importance to sustainable development. However, the backwardness of our traditional concepts and the lack of understanding of the environmental protection standards of developed countries have led to the emergence of green barriers and restrictions on the import and export of our products. Therefore, systematically studying the source of the formation of green barriers, analyzing the impact of green barriers on China"s foreign trade and how to face the challenges from the green barriers set by western countries and building our country"s green barriers have important theoretical guidance and practical significance.

First, the concept of green barriers is elaborated: One is that green trade barriers do not belong to trade barriers, and the other considers trade protection measures. At the same time, it also analyzes the characteristics of broadness and concealment, etc. There are trade protectionism and new trade protection theories. The causes of the green barriers were further analyzed. First, the deterioration of the living environment caused changes in human values, and the second was to promote awareness of environmental protection in developed countries. Second, the impact of green barriers is explained from the perspective of agricultural product export: it has a certain positive impact, and the implementation of green barriers can play a role in protecting the ecological environment and maintaining ecological security. However, it also has negative effects: for example, it has greatly limited the market and variety of China"s merchandise exports and weakened the competitiveness of China"s product exports. Finally, from the government’s point of view and corporate perspectives, the government should play its role. While increasing subsidies for export policies on agricultural products, it is necessary to actively establish and improve agricultural product quality and safety management systems and international trade exchanges; from the perspective of enterprises. Look at the need for technological innovation, improve the quality of agricultural products; balance the structure of the export market, strengthen the brand effect of agricultural products, and increase the core competitiveness in the international market.

1.1 研究背景和意义

绿色壁垒是非关税壁垒的一个重要组成部分，对两国之间的贸易往来有着巨大的影响。发达国家以环保为理由而采取一些措施直接或间接地约束甚至禁止了某种产品的进出口，所以就有了以绿色技术标准、绿色补贴、绿色关税为主要内容的绿色贸易壁垒。

随着西方许多国家经济的不断旺盛，日益增加的消费活动已经超出了生态环境所能承受的范围，导致环境不断恶化，也威胁了人们的日常生活。全球多起污染环境事件的发生，从某种角度上使人们渐渐意识到环境问题的重要性。保护环境是我们每个人必须要承担的责任，在问题还没有到无法挽救的时刻必须采取一定的措施，改变旧有的思维方式和消费观念和生活态度。从“绿色消费”、“绿色产品”等概念的提出和流行便可以看出，人们的环保意识正在逐渐增加。绿色壁垒是在国际贸易和环境保护冲突下为了维护各国经济利益而产生的。虽然西方国家采取了各种严苛的环保标准，但是对于发展中国家来说，怎样保护国内产品，如何应对绿色贸易壁垒，才是真正需要关注的地方。
