摘 要

目前，我国的碳排放总量是世界上最多的国家。在经济持续发展的阶段，碳排放总量也在继续增加，而在碳排放权这一方向上,我国还仍然处于探索阶段，从当前全国试点运行角度来看，我国的碳排放权初始分配还相当不完善，而碳排放权的分配方式对于我国在低碳经济方面的发展有着至关重要的作用，因此，在我国，要设立碳交易市场，关键在于碳排放权的初始分配这方面的问题。

本文正是在世界经济的这一时代背景下，结合“低碳经济”这一社会热点，在经济学、管理学等基本理论的基础上，运用文献综述法、层次分析法等方法进行具体的阐述。然后再对碳排放权的分配问题进行定量的分析，真诚的希望这一工作可以为以后的研究提供帮助，从而对于进一步提高中国碳排放权分配机制和碳排放权交易市场有一定的辅助意义。

Research on allocation method of

enterprise carbon emissions under the

carbon trading system in China

ABSTRACT

At present, China's total carbon emissions is the world's largest country. In the period of rapid economic development, the total carbon emissions still continues to increase, and the carbon emission rights in this direction is still in the exploratory stage, from the point of view of the current nationwide pilot operation, China's carbon discharge rights initial allocation is still quite imperfect, and carbon emission rights allocation mode for the development of our country in terms of low carbon economy has a vital role. Therefore, in our country, the establishment of carbon trading market is facing the primary problem is the carbon emission rights initial allocation.

This paper is under the background of the world economy, combined with "low carbon economy" the social hot spot, on the foundation of basic theory such as economics, management science, etc, using hierarchical analysis method, literature review method to carry on the concrete elaboration. Then on carbon emission rights allocation problem for quantitative analysis, sincerely hope this work for future research to provide help, thus to further improve China's carbon emission right allocation mechanism and carbon emission rights trading market has certain auxiliary significance.

1.1 研究背景

1.1.1 国际背景

18世纪的工业革命，作为人类历史上的里程碑，第一次利用机器来替代人的劳动，不但使人类的生活更为方便，而且节约了劳动力，然而，同时伴随着的，是大量燃料原料的使用，这导致了二氧化碳排放量明显增多。当前，全球变暖已成为全球共同面对的危机和挑战。

追溯到2012 年，在“自然”这一杂志中曾在线发表的一篇有关于气候变化研究中心的科研报告。该份报告对外公布了“全世界碳计划”年度钻研成果和最时新的研究数据，而全部的数据也被“地球系统科学数据讨论”这本杂志同时发表出来[^[1]]。

去年，联合国气候峰会在纽约举办，科学家们曾在开幕会前夕称：在2014年，大气中的二氧化碳量将增加到一个新的高度，同年9月，有不少知名杂志联合发布的一般性研究报道也说明：据统计，2014年世界的二氧化碳排放量将猛升至440亿吨左右，和2013年的水平相比，要高出2.5个百分点。这些新的统计数据主要来自全球的碳计划，所谓的“全球性碳计划”，指的是一个国际行动，主要掌管追踪全球碳循环。而在此之前，联合国气候峰会上推出了一个减少温室气体排放的全球协议，这种做法还有一个好处便是能够减缓气候变化的速度。
