摘 要

随着经济全球化趋势的加强，世界贸易自由的程度的不断加深，我国对外贸易也如雨后春笋般不断增长。对外贸易逐渐成为了我国市场经济和国民经济不可或缺的推动力。然而在信息技术革命的冲击下，世界范围内的贸易摩擦不断增加，贸易保护主义重新抬头，且在关税壁垒和反补贴、配额、反倾销等等传统非关税壁垒受到WTO严格限制的情况下，技术性贸易壁垒因以保护人类和动植物健康及环境资源为名，具有很好的针对性、隐蔽性、灵活性等，正逐步取代关税和传统非关税壁，成为欧美一些发达国家进行贸易保护而广泛使用一种贸易壁垒。这对我国的贸易产生了不良的影响，甚至成为影响我国出口贸易的重要因素，造成了我国经济上的巨大损失，影响我国经济稳定健康的发展。

在此背景之下，本文搜集大量国内公司在国际贸易中所遇到的技术性贸易壁垒问题，采用理论联系实际，整体归纳研究方法，将理论与企业实践相结合，研究了技术贸易壁垒的相关概念和理论基础，详细介绍了其概念的发展、表现形式及其本质内涵。在分析了全球最新技术性贸易壁垒现状的基础上，重点分析了我国当前面临技术性壁垒现状。通过经济分析技术性贸易壁垒所带来的影响，与此同时，阐明了技术贸易壁垒对我国企业出口所造成的影响。最终提出我国企业应对技术性贸易壁垒的有效措施，为掌握技术性壁垒的最新变化及其未来发展方向做好铺垫，为积极应对做好准备。

The Present Situation and Countermeasures of Technical Barriers to Trade

ABSTRACT

With the reinforcement of the trend of economic globalization, the degree of freedom of world trade has been deepened, and China’s foreign trade has also sprung up. Foreign trade has gradually become an indispensable driving force for China’s market economy and national economy. However, under the impact of the information technology revolution, trade frictions around the world continue to increase, trade protectionism re-rise, and in the case of tariff barriers and countervailing, quota, anti-dumping and so on traditional non-tariff barriers subject to WTO strict restrictions, technical barriers to trade because of the protection of human and animal and plant health and environmental resources in the name, has a good flexibility, pertinence and may be elusive, is gradually replacing tariffs and traditional non-tariff wall, and become a extensive use of a trade barrier by a number of developed countries in Europe and the USA to carry trade protection. This has a bad impact on China’s trade, and even become an important factor affecting China’s export trade, resulting in China’s huge economic losses, affecting China’s economic stability and healthy development.

In this context, this paper explains the concept of technical barriers and its essential connotation, introduces the latest technical barriers to trade in the world and highlights the current situation of China's current technical barriers. At the same time, through the economic analysis of the impact of technical barriers to trade, in order to grasp the latest changes in technical barriers and the future direction of development, and finally put forward our enterprises to deal with technical barriers to trade and effective measures to prepare for a positive response.

1.1 研究目的与意义

1.1.1 研究目的

随着经济全球化和贸易自由化进程的快速发展，关税作为政府干预贸易的政策手段的作用越来越弱，与此同时，一些传统的非关税壁垒如进出口数量配额、许可证制度等也在贸易中越来越受约束和限制。可以说关税壁垒和传统的非关税壁垒渐渐失去它们的优势。然而，在贸易发展进程中，贸易保护一直都或明或暗地存在着，于是技术性贸易壁垒应运而生。发达国家凭仗其在环保、管理和科技等方面的优势，借口保障人类健康和安全、保证产品质量、保护生态环境等，实施技术法规、标准、合格评定程序、环保要求、动植物检验检疫等技术性措施来进行本国贸易保护。技术性贸易壁因其灵活性、隐蔽性等特点，已愈演愈烈，正逐渐取代传统贸易保护手段成为新贸易保护主义最常用、最见效、最隐蔽的贸易保护手段，也是现如今国际贸易中最难应对的一种贸易壁垒。作为一个经济发展飞速，贸易量巨大的国家，我国对外贸易遭受技术性贸易壁垒的影响日益加深。越来越多发达进口国家对我国的技术限制，使我国企业不复曾经的市场份额，更严重的是我国大量中小企业没能挺过打击而导致破产、倒闭。因此，本文是研究技术贸易壁垒的最新态势及给我国企业带来的影响，且在这影响之上，为促使企业健康正常的发展，政府，行业和公司应该作出的应对决策分析。
