新形势下我国纺织服装出口贸易面临的困境及应对措施

摘 要

纺织服装出口贸易一直是中国最重要的传统支柱产业,在我国的对外贸易出口中具有重要的地位。它推动着我国国民经济的发展,对我国资金的积累、供给的增加、就业的扩增和出口创汇方面起着巨大的作用,是我国外汇储备的重要来源。但是近年来,随着我国外贸环境日益严峻,面临的不确定、不可控因素逐渐增多,以致出现了英国脱欧、TPP协议、人民币升值和 “一带一路”战略等新的形势,使纺织服装出口面临了巨大的压力,阻碍了纺织服装业的发展,致使中国纺织服装行业无法顺利走入国际。本文主要从三个方面来阐述。首先,对新形势下我国纺织服装出口的现状进行了分析;其次,深入探讨我国纺织服装出口面临的问题有哪些;最后,在此基础之上提出相应的建议与对策。

最近几年,受国际形势的影响,我国纺织服装出口贸易出现了许多的特点。第一,我国纺织服装出口正处于缓慢增长的阶段。第二,我国纺织服装出口市场较集中。第三,新兴贸易方式凸显,民营平台比重上升。第四,对“一带一路”沿线国家出口增长迅速。

其次,对于新形势下我国纺织服装出口面临的困境有以下几点。第一,2016年,欧盟更新了REACH的内容,使中国高档染料的纺织品无法满足生产,以致我国纺织服装出口无法达到欧盟的要求。第二,人民币升值,出口成本增加、利润空间变小,使我国纺织服装产品在世界市场上的优势被逐步削弱。第三,发达国家成熟的运用反倾销、反补贴和贸易救济措施来保护本国的经济贸易。第四,跨太平洋自由贸易协议导致中国纺织服装的出口市场份额减小和竞争力下降,使我国经济无法保持稳定增长。

最后,对于上述这些问题可以做出以下建议和对策。第一,出口企业应当积极应对REACH法规,促进中欧贸易发展。第二,纺织企业应加强风险意识,减少人民币升值带来的损失。第三,在应对“两反一保”时,我国纺织服装企业要提高自身产品的创新能力,充分发挥人才作用,努力成立国家反倾销咨询机构和信息收集服务体。第四,加强和各国建立自由贸易区,牢牢把握“一带一路”带来的战略机遇,为我国纺织服装产业实施“走出去”营造有利的国际市场环境。总之,要想巩固我国纺织服装出口贸易的主导地位,首先要解决当前面临的难题,然后坚持“一带一路”的发展战略,这对于我国实现“纺织服装强国”具有重要的意义。

Difficulties and Countermeasures of China"s Textile and Garment Export Trade Under The New Situation.

Abstract

Textile and garment export trade has always been the most important traditional pillar industry in China, and has an important position in China"s foreign trade export. It promote the development of national economy in China, the accumulation of capital of our country, the increase in supply, employment expansion and export plays a huge role, is an important source of foreign exchange reserves in our country. But in recent years, along with our country foreign trade environment is becoming more and more serious, facing the increasingly uncertain and uncontrollable factors, so that the British Europe, the TPP agreement, the appreciation of the RMB and the new situation such as the "area" strategy, make the textile and garment export is facing the great pressure, hindered the development of textile and garment industry, which cannot smoothly into the international textile and garment industry in China. This article mainly elaborates from three aspects. Firstly, the present situation of China"s textile and garment export is analyzed under the new situation. Secondly, it discusses the problems of textile and garment export in China. Finally, on the basis of this, put forward corresponding Suggestions and countermeasures.

In recent years, influenced by the international situation, China"s textile and garment export trade has appeared many characteristics. First, China"s textile and garment export is in the stage of slow growth. Second, China"s textile and garment export market is more concentrated. Third, the export of countries along the One Belt And One Road is growing rapidly.

Secondly, under the new situation, China"s textile and garment export faces the following difficulties. First, in 2016, the updated the contents of REACH, so that the textile products of China"s high-grade dyes could not meet the production, so that our textile and garment exports could not meet the requirements of the EU. Secondly, the appreciation of RMB, the increase of export cost and the decrease of profit space make the advantage of China"s textile and apparel products in the world market gradually weakened. Third, developed countries use anti-dumping, countervailing and trade remedies to protect their economic trade. Fourth, the transpacific free trade agreement has resulted in a decrease in the export market share and competitiveness of China"s textile and apparel industry, which has made China"s economy unable to maintain stable growth.

Finally, the following Suggestions and countermeasures can be made for these problems. First, export enterprises should actively respond to the REACH regulations and promote trade development between China and Europe. Second, textile enterprises should strengthen risk awareness and reduce the losses caused by RMB appreciation. Third, when dealing with the " anti-dumping and countervailing as well as safeguard measures investigations ", our textile and garment enterprises to improve their product innovation ability, give full play to their talents, to set up national anti-dumping consultancy and information collection service. Fourth, strengthen and establish a free trade area, firmly grasp the "area" of strategic opportunity, for the textile and garment industry in China implement the "going out" to create a favorable international market environment. In short, to consolidate our country textile clothing export trade"s dominant position, the first thing to solve the current problems we are facing, and adhere to the "One Belt And One Road" development strategy, this for our country to realize "textile clothing powers" is of great importance.
