摘 要

随着我国改革开放的不断深入发展，我国的社会经济也发生了翻天覆地的变化，但由于改革开放初期国民受先污染后治理思想的影响，加之我国国民整体素质仍需提高，所以我国在高速发展经济的同时对生态环境在一定程度上也造成了极大的破坏，并引发了一系列极其突出的环境问题，成为制约我国经济发展的严重窒碍。因此，如何修复环境，做到人与自然和谐相处，已经引起国家相关部门的高度重视。

由于环境修复项目的投资建设和运营需要大量的资金投入，单单只依靠当局财务投入，未免显得有些顾此失彼。按照海外公共事业改革的成功经历，可引用PPP模式，即将私人资本引入到公共基础设施建设中，不但可以有效解决当局的财务资金不敷、投资效率低下等问题，并且能够合理分担风险，因此，PPP模式是环境修复项目的首选。

首先，本文先介绍了环境污染的分类、形成原因，对污染源及特点、危害进行了深层次的分析，进一步引出环境修复的概念及意义，进而对环境修复产业化有了一个初步的了解。然后，从含义、特点、意义、挑战等方面对PPP模式进行深一步的研究。最后，以常熟引入PPP模式推进城乡治水，这一成功案例深刻分析PPP模式在我国的具体应用，探索出适合我国环境修复产业化发展的途径。

ABSTRACT

With the deepening development of China's reform and opening up, great changes have taken place in social economy of our country, but because of the early reform and opening up national governance ideas after pollution, together with the national overall quality still needs to improve, so in the high speed development in our country economy and the ecological environment to a certain extent, also caused great destruction, and triggered a series of extremely prominent environmental problems, become serious author of China's economic development. Therefore, how to repair the environment, achieve harmony between man and nature, has been a cause of national relevant departments attach great importance to.

Due to environmental restoration project construction and operation of investment requires a lot of money, just only the financial input, is somewhat attend. According to the overseas public utility reform experience, can reference the PPP mode, the private capital into public infrastructure construction, not only can effectively solve the authorities don't apply, investment of financial funds problem such as low efficiency, reasonable and be able to share risks, therefore, the PPP model is the choice of environmental restoration project.

First, this paper introduce the classification, the formation reasons of environmental pollution, the pollution sources and characteristics, harm has carried on the deep analysis, further raises the concept and meaning of environmental restoration, repair the industrialization on the environment have a preliminary understanding. Then, from the meaning, characteristics, significance and challenge a deeper research on the PPP model. Finally, in order to changshu to introduce PPP model to promote urban and rural water conservancy, a profound analysis of successful cases a concrete application of PPP model in our country, explore suitable for China's environmental repair of industrialization way.
