摘 要

林业对我国国民经济的可持续发展存在较大的影响，在当今经济转轨的期间，林业、造纸业依然存在着诸多难以预料的各类风险，林浆纸供应链也存在较大的风险。林浆纸受投资周期长，速生林投资风险大等影响，我国木浆比重低，原料结构不合理，供给过分依赖进口，供给量和价格不确定性大，林浆纸供应链受自然灾害、林木生产周期长等影响，研究林浆纸供应链存在的风险防范问题具有非常重要地现实意义。

本文深入研究了国内外林业风险和林浆纸供应链的风险，首先说明了供应链与风险识别之间的相关理论，系统性总结了一些风险管理的方法，为林浆纸供应链风险的识别与综合评估奠定了基础。

其次，通过林浆纸供应链的多级不确定性和双向正态性出发，阐述了林浆纸供应链的特点，总结分析了各节点企业的风险以及系统识别了整条供应链上所面临的风险。

然后通过风险识别构建了林浆纸供应链风险评估指标体系，通过定量分析，运用层次分析法评估供应链风险，计算出各层次排序的权重，确定了各风险指标的权值，研究各风险指标影响的程度。

最后通过总结我国林浆纸供应链风险的现状，从宏观和微观两个方面对林浆纸供应链风险提出了防范对策。

Abstract

Forestry of our country have greater influence on the sustainable development of national economy, in today's economic transition period, the forestry and paper industry still exist many unpredictable risks, Lin pulp paper supply chain there are greater risks. Lin pulp by investment cycle is long, mill such as large investment risk, the low proportion of wood pulp, unreasonable structure of raw materials, supply excessive reliance on imports, supply and price uncertainty, Lin pulp paper supply chain affected by natural disasters, forest production cycle is long, the research paper Lin risk prevention problems of the supply chain has very important practical significance.

This paper studies deeply the domestic and foreign forestry and pulp paper supply chain risk, firstly illustrates the supply chain risk identification between related theory, systematically summarizes some methods of risk management, for pulp paper supply chain risk identification and comprehensive evaluation of laid a foundation.

Second, by Lin pulp of multi-stage supply chain uncertainty and two-way normality, expounds the characteristics of the pulp paper supply chain, each node enterprise were analyzed and summarized in this paper the risk as well as the system identifies the risks on the supply chain.

Then constructed by risk identification Lin pulp paper supply chain risk assessment index system, through quantitative analysis, using the analytic hierarchy process (ahp) to evaluate the supply chain risk, calculate the weight of each level sort, determine the weight of each risk index, study the influence of various indicators of risk degree.

Finally, summarized our country forest paper the present situation of the supply chain risk, from two aspects of macrocosm and microcosm of pulp paper supply chain risk prevention countermeasures are put forward.

1 绪论

1.1研究背景

现阶段，林业作为经济发展地基础性产业，不仅要能够满足目前人们日益增长的物质文化需要，同时也要肩负起保护生态环境地相关使命。由于我国面临人口众多，人均森林资源少的境况，依据2014年第八次全国森林清查报告显示如下：

根据清查报告，人均森林面积只有世界平均水平的22%，人均森林蓄积量只有世界平均水平的3/20，人工林的生产力水平仅为林业发达国家水平的1/5。我国森林覆盖率远远低于世界百分之三十一的平均水平，人均森林面积也只有全球人均水平的25%，人均森林蓄积仅为全球人均水平的14.28%。从上述数据可以发现我国森林资源总量仍严重匮乏，整体功能仍相对脆弱。
