摘 要

粮食作为人类生存活动不可缺少的一种必需品，其安全影响着世界各国的经济安全以及社会稳定。近年来随着世界人口总量的不断增加，老百姓日常生活中对于粮食的需求量也在不断的提升。粮食安全作为世界的三大经济安全之一，对于我国这样一个人口数量庞大、正在蓬勃发展的国家来说，是保证国民经济稳步发展的基本条件，同时也为提供给人民一个稳定与和谐的社会做出了巨大的贡献。在此背景之下，通过研究粮食价格问题来分析保证粮食安全的因素，对我国维护社会稳定，促进经济发展有着重要意义

关心粮食安全问题的第一要素就是考虑粮食价格问题，因此本文统计分析了1980-2018年国际粮价波动的现状与特点，运用相关经济学原理与实证分析，从传统供求关系和非传统供求关系的角度，分析了国际粮食价格波动的影响因素。

本文得出结论，1980-2018年国际粮价显著的波动特征主要体现在逐渐升高的峰值以及峰值之间越来越短的时间间隔上，同时，波动具有明显的趋势性和周期性特征。随着经济的发展，国际粮价波动主要影响因素发生改变，除了粮食供求视角之外的其他非传统影响因素，如美元汇率、能源价格、投机资金以及期货价格，正在逐渐增加它们对于国际粮价影响的贡献度。

Study on the Characteristics and Influencing Factors of Price Fluctuation in International Food Market

ABSTRACT

As an indispensable necessity for human survival activities, food security affects the economic security and social stability of all countries in the world. In recent years, with the continuous increase of the world population, the demand for food is also increasing. Food security, energy security and financial security are called the three major economic security in the world today. For a country with a population of 1.3 billion and accelerating industrialization and urbanization, ensuring food security is not only a basic condition for sound and rapid development of the national economy, but also an important guarantee for promoting social stability and harmony and a strategic basis for ensuring national security. Under this background, studying the problem of grain price is of great significance to maintaining social stability and promoting economic development in our country.

The first factor to care about food security is to consider the issue of food prices. Therefore, this paper makes a statistical analysis of the current situation and characteristics of international food price fluctuations from 1980 to 2018, and uses relevant economic principles and empirical analysis to analyze the influencing factors of international food price fluctuations from the perspective of traditional and non-traditional supply and demand relations.

This paper concludes that the remarkable fluctuation characteristics of international food prices from 1980 to 2018 are mainly reflected in the gradual rise of the gradually rising peak value and the shorter and shorter time interval between the peaks. At the same time, the fluctuation has obvious trend and periodic characteristics. With the development of economy, the major factors affecting the fluctuation of international food prices have changed. Apart from the perspective of food supply and demand, other non-traditional factors, such as the US dollar exchange rate, energy prices, speculative funds and futures prices, are gradually increasing their contribution to the impact of international food prices.

1 绪论

1.1研究背景与意义

粮食作为生物活动的动力来源，其安全问题一直饱受学术界的热烈讨论。随着经济全球化趋势的不断加强，世界上各国的经济从独立发展成为相互紧密联系，包括粮食市场。中国自2001年加入世界贸易组织(世贸组织)已有17年了。中国粮食市场与国际粮食市场的关系也是紧密相连的。国际粮食市场的波动也一直影响着中国的粮食生产。据《国际商报》2015年报道，近年来中国粮食产量保持稳定增长，但与此同时，中国对进口的依赖也从6.2%,到12.9%，这足以表明多年来中国粮食市场与国际粮食市场越来越不可分割。

在2007年底出现了一场几十年一遇的重大粮食危机，引起了全球对于粮食安全的反思。现如今我们思考为什么会出现这样的粮食危机，粮食储备的急剧下降无疑是罪魁祸首，也正是由于它，从而导致了粮食价格的疯狂上涨，作为生活必需品的粮价上涨了，其他商品的价格必然也会上涨，从而导致严重通货膨胀的出现。阅读联合国粮食及农业组织于2008年发表的统计结果，我们可以发现如下的数据，全球粮价从2007年24%的上涨率发展到2008年上半年50%的上涨率仅仅花了半年的时间。当时由于这场粮食危机，国际粮食供需的平衡状态被严重打破。因为这次的粮食危机，全球对粮食安全问题的关注度大大提升，我国也发现了粮食市场并非如我们之前认为的那样稳定，确保粮食安全，是一个重大的挑战。
