摘 要

随着社会经济发展和工业进程的加速，温室效应等一系列环境问题渐渐显露出来，人们逐渐意识到问题的严重性，各国积极探索可持续发展道路。温室气体减排催生了碳交易市场，近年来，各国纷纷建立了自己的碳交易市场，在众多碳交易市场中，最完善的要属欧盟碳排放权交易市场，它是全球最大的碳交易市场之一，其交易量大，流动性强，其地位在全球碳交易市场中也相当显著，它在促进欧盟温室气体减排的同时，也推动了欧盟经济的发展。了解欧盟碳排放权价格影响因素，对我国碳交易市场的发展具有重要意义。

本文首先介绍研究欧盟碳排放权价格影响因素的背景和意义，并对国内外学者关于碳排放权价格影响因素的文献进行概括和总结。然后介绍了碳排放权交易理论基础和欧盟碳排放权及其交易体系的特征，对欧盟碳排放权价格的影响因素进行了分析。最后，结合我国碳排放权交易市场现状，为我国建立碳排放权交易体系提出政策建议，以提高我国在国际碳排放权交易市场中的定价权的地位。

ABSTRACT

With the development of social economy and the acceleration of industrial process, the greenhouse effect and a series of environmental problems gradually revealed, people gradually realize the seriousness of the problem, people of all countries have begun to actively explore the road of sustainable development. Chamber gas emissions has given rise to a carbon trading market, in recent years, countries have set up their own carbon trading market, during numerous carbon trading market, the EU carbon trading market is the most perfect. The EU missions trading system as one of the largest carbon trading market in the world, with a trading volume, liquidity and strong features, its position in the global carbon trading market is quite remarkable .It is not only in the promotion of the EU greenhouse gas emissions, but also contributed to the EU economy. Learning EU carbon emissions price influence factors is of great significance to the development of carbon trading market in China.

This paper introduces the research background and significance of EU carbon emissions price influence factors, and summarize the scholars’ documents about the influence factors of carbon emission price. Then it introduces the theory of carbon emissions trading and characteristics of the market, it also analyzes the influence factors of EU carbon emissions price. Finally, combining with China’s carbon emissions trading market situation, it put forward some policy suggestions for our country to establish carbon emissions trading system ,in order to improve our pricing power in the international carbon emissions trading market position.

1 导 论

1.1 研究背景与意义

随着经济的不断发展，环境问题日趋严峻，除了水污染以外，空气污染也日益严峻，空气中二氧化碳（CO₂）浓度的增加而导致的全球气候变暖问题对人类的生存与发展带来了巨大挑战。人们焚烧化石矿物，砍伐焚烧森林产生了大量的二氧化碳，政府间气候变化问题小组预测，截止到2100年，全球气温预计上升约1.4-5.8^。C，全球气温将发生巨大变化。各国意识到环境问题的严重性，环保意识的觉醒使各国开始倡导可持续发展，限制温室气体排放，改善气候与环境，发展低碳经济渐渐成为人类的共识。2009年12月哥本哈根气候变化大会的召开，预示了“低碳经济”已成为实现可持续发展的必然选择，各国必须转变经济发展方式，大力发展“低碳经济”。^[9]在这场经济转型的革命中，碳交易市场应运而生。

碳交易是为减少全球二氧化碳排放所实行的市场机制，1997年12月通过的《京都协议》把市场机制作为解决二氧化碳为代表的温室气体减排问题的新路径，即把碳排放权作为一种商品在国际金融市场上交易，简称碳交易。近年来，国际碳交易机制不断发展，各国纷纷建立了自己的碳交易市场，其中要属欧盟碳交易市场最完善。欧盟碳排放权交易体系是全世界最大的碳交易市场之一，其交易量大，流动性强，地位在全球碳交易市场中也相当显著，欧盟碳排放权价格变动影响着全球市场碳价格的变动，掌握欧盟碳排放权价格变动的影响因素意义重大。此外，研究欧盟碳排放权价格的影响因素，有助于我国碳排放权市场的发展与完善，其有利于分析我国碳排放权交易市场现状，为我国碳排放权交易体系的建立提出政策建议，以提高我国在国际碳排放权交易市场中的定价权地位。
