摘 要

作为当今时代世界各个国家之间贸易战争的一种崭全新的表现形式，近些年来绿色壁垒已经成为我国农产品出口过程中不可小视的障碍。而我国作为农业大国，农业作为我国国民经济的基础，农产品贸易占据了我国进出口贸易的很大比例。同时我国又是发展中国家，环保水平相对比较低，农产品无论生产、加工、包装、运输过程中总会存在很多因素对环境保护有负面影响，也是因为环境因素使得发达国家对我国农产品出口设立了更高的准入标准，增加了我国农产品出口的各项成本，从而削弱了我国农产品出口优势，使得绿色壁垒对我国农产品出口贸易产生的影响更加深远，更加持久，范围也更大。可以这样说，绿色壁垒目前成为我国农产品出口过程中面临的最棘手的贸易障碍。因此，在研究中应该深入了解绿色壁垒的特点，同时结合我国农产品出口的具体结构与形式，正确面对绿色壁垒为我国带来的机遇和挑战，并且适当提出如何应对绿色壁垒的有效对策，这对于促进我国农产品进出口贸易发展具有重要的现实意义。

本文首先对于绿色壁垒进行理论方面的阐述，介绍其概念及其对于影响我国农产品出口的主要表现形式。然后在上述理论的基础上，深入研究并具体分析绿色壁垒对我国农产品出口成本、价格、数量等各个方面的影响。这些分析主要是通过量化为数字或演化为图表的方式获取直观准确的结论。接着通过实证分析，以我国对日本出口鳗鱼为例证明我国农产品出口贸易遭受绿色壁垒的现实性。最后，在完全了解绿色壁垒对我国农产品出口产生影响的原因、特征、方式、程度以后，从不同角度提出应对绿色壁垒的方法和措施，为我国农产品出口贸易将来又快又好的发展提供理论依据。

The influence of green barrier on Chinese agricultural products export and Countermeasures

ABSTRACT

As a trade war between the world of our time , a new form , Green Trade Barriers in recent years has become an overlooked in the process of Chinese agricultural products export barriers . As a large agricultural country , agriculture is the foundation of our national economy , agricultural exports accounted for a large proportion of trade in China’s import and export trade . And China is a developing country , environmental level relative lower , agricultural of production processing , and packaging , and transport process always exists many adverse to environment of factors , this on makes developed on China export agricultural set more high of access standard , increased the China agricultural production cost and packaging transport cost , then weakened China agricultural export advantage , make Green Barriers on China agricultural export trade produced of effect more huge , more far-reaching , more lasting . It can be said that Green Barriers have become China’s agricultural export faced the most difficult obstacles to trade in the process . Therefore , We should study the characteristics of Green Barriers , combined with specific forms of Chinese agricultural products export , right in the face of Green Barriers to China’s agricultural products export trade , the opportunities and challenges and proposed appropriate effective countermeasures , it is of great significance for promoting the development of China’s agricultural products trade .

In this paper, I firstly give a theoretical elaboration of the Green Trade Barriers, introduce its concept and talk about its main forms which influence China's agricultural export. After that, discusses how the Green Trade Barriers influences the cost, number and price of China's agricultural export deeply. These analyses are mainly showed in number and graph form which can get accurate and intuitive conclusion directly. Then summarize the reasons why China's agricultural export is subjected to the Green Trade Barriers by giving examples. Finally, after knowing the reason, degree, characteristic and manner of the Green Trade Barriers influence China's agricultural export, I will discusses the methods and measures to deal with the Green Trade Barriers in different directions, which can provide theoretical basis for the development of China's agricultural export.
