摘 要

服务贸易是产业进步和经济发达程度的重要标志，服务贸易的发展程度和竞争力也是衡量第三产业发展水平高低的方式。随着产业升级、经济改革带来的变化促使服务贸易产生质的改变，服务贸易成为促进经济增长的新动力。大力发展服务贸易不仅是中国，同时也是江苏促进经济发展的战略选择。在江苏近几十年的发展过程中，服务贸易产业出现了诸多问题，如区域发展不平衡，专业人才缺乏和外商投资减少，这些问题严重影响我省服务贸易的发展。因此，总结江苏服务贸易发展存在的问题，研究提升服务贸易业的发展路径是我省急需解决的问题。

本文在回顾江苏省近几年服务贸易发展的基础上，总结了我省服务贸易的发展现状及问题，结合大量的文字和理论并且尝试采用图表分析法和比较分析法，分析我省服务贸易发展情况，为探讨如何进一步提升我省服务贸易发展，提出解决问题的建议，从而带动服务贸易结构升级，提高我省服务贸易的竞争力，促进我省经济发展。

Research on the present situation and promotion ways of service trade in Jiangsu Province

ABSTRACT

Trade in services is an important symbol of industrial progress and economic development, the level of development and competitiveness of service trade is also a measure of the level of the development of the third industry. With the industrial upgrading and economic reform brought about by changes in the service trade to produce a qualitative change, trade in services has become a new driving force for economic growth. To develop the service trade is not only China, but also a strategic choice for Jiangsu to promote economic development. In Jiangsu in recent decades in the development process, the service trade industry appeared many problems, such as the imbalance of regional development , the lace of professional and decrease in foreign investment ,these problems seriously affected the development of the service trade in our province. Therefore, through the development of the status found that the problems existing in the service trade, so as to explore solutions to this series of measures to ensure the sound and fast development of the service industry in Jiangsu province is an urgent problem in our province.

This paper reviews the course of development of the service trade in Jiangsu Province, in the study based on the development status of service trade in Jiangsu Province in the last few years, summed up the the situation and problems of the service trade in our province, tried to use the chart analysis method and comparative analysis method, then combined with large amounts of text and theoretical analysis of the development of service trade in our province, and put forward suggestions to solve the problem on to explore how to improve the service trade in our province, so as to promote the services trade structure upgrading, improve the competitiveness of the service trade in our province, promote the economic development in the province.

1.1 选题背景

服务业和服务贸易在国际经济领域中逐渐引起人们的重视，特别是在经济全球化的大背景下，各国经济竞争重点开始从货物贸易领域向服务贸易领域转移。中国作为一个经济大国也积极顺应时代的发展，在服务贸易领域取得不错的成绩。2015年我国服务业增加值334万亿元，2013年至2015年服务业年均增长8.1%，比国内生产总值年均增长高出0.8%，随着我国综合实力的提升，服务贸易已经在国民经济比例中跃居第一大产业，而且规模持续扩大，服务贸易在我国经济中的比重在不断上升。

针对服务贸易，我国出台了一系列服务贸易政策，我省积极响应国家经济发展政策，服务贸易快速发展并且规模持续扩大，已逐渐占据我省经济的半壁江山，除服务业以外的新兴产业也不断涌现快速成长，传统产业加速转型升级。随着服务贸易结构进一步优化，服务业产生了积极作用，如对促进就业、拉动消费、改善民生方面发挥了积极重要作用，成为拉动我省经济增长的主要动力和新引擎。然而，在发展过程中，服务贸易业仍不完善，现阶段还存在诸多不足之处，如服务业供给不足，开放程度低，服务贸易结构欠合理，劳动密集型产业占主流；服务贸易和货物贸易的重视程度不同，缺乏完善的法律法规等。

此外，我省在“十三五”时期规划中提出以服务业为主动力的经济增长结构是实现江苏经济强劲增长的必然选择，现阶段我省服务贸易仍处于成长发展阶段，还需进一步完善。
