摘 要

改革开放以来，我国对外贸易规模不断扩大。尤其是在我国成为WTO的成员国之一后，我国国内更多企业有了更好与更大的平台之后，不可否认我国发展至今俨然在全球成为了一个贸易大国。金融危机过后，虽然世界经济正在逐渐复苏，但国内人民币汇率的继续升值，美元贬值、原材料价格的继续上涨、贸易壁垒的增强、出口需求的萎缩等国内外各种恶劣因素的影响下，中国对外贸易面临着严峻的挑战，但也面临重大发展机遇。为了抓住机遇，应对挑战，随着全球一体化的趋势，我国FTA的发展也不断壮大。在此背景下研究我国的FTA发展现状及对策研究具有一定的现实意义。

本文主要采用文献分析法总结从2001年中国加入WTO以后，中国FTA发展的国内和国外背景，概括分析了FTA发展的现状和FTA发展的战略特征；简要分析在FTA发展过程中，全球一体化进程中各种新型协定的出现、我国新经济政策的出台以及国际政治局势下我国所遇到的机遇与挑战，在此基础上对我国FTA发展的战略选择进行分析和探讨。

Development Status and Strategic Choice of FTA in China

ABSTRACT

Since the Chinese reform and opening-up policy,China’s foreign trade scale continues to expend.Especially since China became to a member of the WTO,its domestic enterprises have had a much better and bigger platform to show themselves.There is no doubt that China has become to a great trading power in the world.After the global financial crisis,although the world economy is gradually recovering,the upward valuation of the domestic RMB exchange rate,the depreciation of the dollar,the rise of the raw material prices,the increasing trade barriers,the shrinkage of the export demand and other variety factors.In such a severe financial environment,Chinese foreign trade is facing a grim challenges,but like the Chinese idiom saying“a blessing in disguise”,we also facing great opportunities for development. In order to cope with these challenges,with the trend of globalization,the development of FTA in China is also growing.The research has certain practical significance in our country under the background of the FTA development present situation and countermeasure research.

This paper generally use Documentary Analysis method to summarize the Chinese FTA development of the domestic and foreign background,the present situation and development strategy of the Chinese FTA since 2001 Chinese joined WTO.A brief analysis of the emergence of various new agreements in the process of global integration, the introduction of China's new economic policies, and the opportunities and challenges China has encountered in the international political situation.To analyze and discuss the strategic choice of the China's FTA development under this basis.

1.1 研究背景及意义

从新中国成立至今，中国在不断成长进步中由一个农业大国逐渐地发展成为一个全面型经济大国，我们从平穷落后发展到初级的小康社会。为了追赶和适应全球经济的发展，顺应时代发展的潮流，我们从商品、贸易以及服务等多个行业进行不断地转型。而随着全球经济一体化，为了更快更好地发展国际贸易，我国加入了WTO，WTO作为目前国际经贸领域最重要的多边贸易规则，使得各成员国可以平等的进行贸易交往，也使成员内部有减少贸易壁垒，取消配额等贸易限制，更是促进了世界经济的发展。

WTO 作为多边贸易的规则，因为成员国较多，所以各个成员对贸易自由化看法差异很大，所以在一些意见上很难达成一致，这也就导致了谈判周期较长或者是谈判遭遇失败的局面，从而促进了区域经济一体化的发展。
