摘 要

自从我国加入世界贸易组织WTO以来，我国的对外贸易开始快速发展，丰富的物产资源和人力资源使得我国的货物贸易飞速发展，在短短几年时间就把市场扩展到世界的各个角落。但是随着经济的发展和社会的进步，国际市场的需求再也不局限于货物商品。为了满足生产过程中的各类需求，服务业应运而生。虽然我国已成为全球第二大经济大国，服务贸易不仅在增长速度明显超过世界平均水平，而且贸易领域在不断的拓宽，贸易结构也发生了很大的变化。但在发展过程中仍然存在诸多的问题，使得我国发展水平还远不及发达国家和部分发展中国家的水平。

本文主要从我国服务贸易发展的历程出发，本着提出问题、分析问题、解决问题的思路来对我国服务贸易发展滞后的原因进行分析、总结。首先，通过数据分析法分析我国服务贸易的发展现状，虽然我国服务贸易整体呈现上升趋势，但是由于我国服务贸易起步晚，发展水平不够，且发展速度受到一定的限制。继而根据我国服务贸易发展的实际国情，结合其他国家服务贸易发展的相关情况，用比较分析法找出我国服务贸易发展滞后的国内原因和国际原因，最后再结合我国的实际情况，因地制宜，找到合适的解决方法，帮助我国实现服务贸易发展的质的飞跃。

Analyze the Cause of China’s service trade Hysteresis

ABSTRACT

Since China’s accession to the World Trade Organization,our country’s foreign trade began to develop rapidly.The rich product resources and human resources made the repid development in trade in goods of China.The market extends to the every corner of the world in just a few years. But with the development of economy and the progress of the society,the demands of the international market is not confined to goods no longer.In order to meet the various needs in the process of production,the service comes into being.Although our country has become the world’s second powerful country in economy,and we are not only the growth rate of the service trade is more than the average of the world,but also widened the field of trade in continuously,even the structure of the structure of the trade had take place to great changes,there are still exist many problems in the process of development.It makes the level of the development of China’s service trade is less than developed countries and some developing countries.

This article mainly from the review of the development of service trade in our country,in line with questions,analyze and solve problems to analyzed and summarized the reasons of the lagging of ideas to the development of service trade of our country. First,through the method of analysis the data to analyze the development of service trade in China.Although China’s service trade present the rising trend,due to the trade in services in China started late so that the development level is not enough,and the development speed is limited by certain.Then,according to the actual conditions of our service trade development and in combination with other countries about the development of the trade in service,using comparative analysis to find out China’s service trade development of the domestic and international reasons. Finally, we can combine the practical situation of our country,and find the suitable solution to help our country realize the development of service trade.

1前言

1.1 论文背景

在全球经济化不断加深和产业革命不断升级的今天，全球服务贸易快速发展，不仅贸易规模在不断扩大，贸易结构也在不断的升级，各个国家之间的贸易竞争日渐激烈，贸易竞争的重点也从货物贸易逐步转化为服务贸易。随着经济的发展，服务业与服务贸易的发展水平已逐渐成为当今世界衡量一个国家现代化发展水平和世界经济地位的重要指标之一。从上个世纪九十年代起，我国的服务贸易开始发展起来，贸易对象从运输、通信、旅游等传统服务业逐渐转型为金融、保险等现代服务业，并且贸易领域还在不断地扩大，服务贸易总额也在不断的上升。虽然我国服务贸易发展趋势良好，发展速度较快，但是在发展水平上还是远不及发达国家和部分发展中国家。虽然我们国家是全球第一人口大国和第二经济大国，但是服务贸易的发展还处于初级阶段，在发展过程中存在着诸多的问题，只有全面分析我国服务贸易发展滞后的原因，才能找出解决问题的办法，促进我国服务贸易的发展。

在如今全球经济萧条，各国第一、第二产业贸易持续走下坡路的时代，服务贸易的交易总额却持续走高，成为各个国家经济的主导力量。回顾历史，社会劳动力从农业转到工业，再从工业转到现在服务业占主导地位，足以见得在现代经济的飞速发展过程中，随着人民收入和生活水平的提高，产业结构的改变是在所难免的。国家发展改革委员会副主任兼国家统计局局长宁吉喆曾经在《中国经贸导刊中》提到：“服务贸易的发展不仅是减缓经济下行压力的‘稳定器’，也是促进传统产业改造升级的‘助推器’，更是孕育新经济新动能成长的‘孵化器’”。纵观各个发达国家和部分经济发展较快的发展中国家，从他们的经济发展经验来看，加大对服务贸易的发展对于优化产业结构、促进经济发展、增加就业机会、提升国际竞争力等都有着积极的意义。
